(22:43:00) when tom joined the fire department in 1964 we soon came to realize what a close knit family they are. tom loved being a firefighter and i think it was evident in the way he conducted himself. he talked fondly of his crew and we both became friends with many of the people on the department through many fireman functions, ski trips and ski days. tom loved to help get them organized. now we have to face the fact that we've lost the big guy too soon. we would like to commend the fire department for the wonderful work of the honor guard. you can be very proud of them. their showing of dignity and respect for our loved one helped us through this day. we also would like to thank all active and retired firefighters who uplifted our hearts with all the kind words and stories about tom. thanks again for your support. the family of tom kaiser secretary parsons iaff convention report updated on: aug 16, 2008 (22:47:00) this past sunday august 10th thru friday august 15th, president flanagan, treasurer lambert and myself attended the 49th iaff convention in las vegas.  the purpose of the convention is to set the course for the iaff for the next 2 years and beyond and identify issues that could affect locals, be they negative or positive, on the horizon.  over 4,000 delegates took part making this convention the most widely attended in the history of the iaff.  minnesota was well represented with minneapolis, duluth, msp airport, saint paul fsa local 3939, minnesota professional fire fighters, coon rapids, and moorhead locals in attendance.  this was my second convention and, although i felt the opening ceremony was not as good as in toronto in 2006 our iaff general president harold schaitberger's speech certainly did not disappoint.  on the iaff's (and local 21's) 90th anniversary harold recited a laundry list of this union's accomplishments in recent years such as: passage of nfpa 1710, which calls for 4 personnel on every rig. raising $152 million for 9/11 widows and families. passage of safer grant which authorized $1 billion dollars for fire department staffing. expansion of states with presumptive disability laws. increase in survivor benefits for families of fire fighters killed in the line of duty. passage of the helps bill which allows retirees to write off up to 3,000 per year health care costs. assistance to firefighters affected by hurricane katrina.   this is in addition to previous successes of creating 457 deferred compensation plans, improving work schedules and flsa overtime, or as harold put it turning a "continuous duty, low pay, no benefits, zero retirement job into what it is today."  all thanks to the iaff.  according to harold the state of our union is strong.  harold also warned the delegates and guests about complacency and a younger generation's feeling of entitlement.  too many government officials are looking to turn back the clock on our achievements, therefore we need to remember the hard fought battles won by our union and never let off the gas.  i've been privileged to hear 4 of harold's speeches now and every time i get a real charge out of it.  there is just no go to www.iaff.org and click on the convention coverage link.  during the convention we passed many important resolutions affecting local 21 members including directing the iaff to pursue a national healthcare plan for firefighters through a national provider, pursue universal healthcare for all americans, promote the federal adoption of nfpa standards, seek legislation to compel makers of hybrid vehicles to provide easily accessible shut off switches to high voltage batteries, and support and promote fire-based ems.  our per monthly capita dues to the iaff also went up approximately 70 cents per member to offset inflationary costs, provide a pension for iaff principal officers, and to strengthen the iaff's gis capabilities which assists locals in staving off cuts to fire companies.  the delegates at convention overwhelmingly passed a resolution which compels locals to seek sanctions against members who have secondary employment in jurisdictions covered by other iaff locals or where such employment would have an adverse impact on the organizing efforts of other locals.  this language is an improvement over the previous secondary employment language which made no distinction between municipalities that can afford career firefighters ( i.e oakdale and woodbury) and those that clearly can not (i.e harris).  the executive board of local 21 will have to take up this issue and come up with a policy.  personally i agree with a t-shirt worn by a delegate at the convention which read, "firefighting is not a hobby."  we are a trade union and i do not agree with the devaluation of our profession.    think about this:  a delegate from a local located just outside indianapolis approached us in the coffee line and asked us about, bloomington, mn which is comparable to their size but gets by using volunteers, many of which work for a large city to their north.  the city leaders in the indiana city are proposing disbanding the career firefighters in favor of volunteers arguing that career firefighters from indianapolis will just fill the void and they are using bloomington, mn as an example.   think it can't happen to us?  think again!  another disturbing trend happening across the iaff and a result of the tanking economy are bankruptcies.  i'm not talking about individuals, i mean municipalities going bankrupt.  vallejo, ca filed for bankruptcy allowing the city to nullify its collective bargaining agreement with local 1186.  this after the local offered up unprecedented concessions of over 10% in salaries to help keep the city solvent.  the city decided that wasn't good enough and now the local is spending $750,000 to have the courts settle the issue.  the cost burden has caused them to raise member dues to $231 per month.  think it can't happen to us.  think again!    this example illustrates the need for political action.  when your union sounds the alarm we need you to answer the call because the person you help is ultimately your self.  our hard work over the last few years to build positive relationships with city leader is paying dividends right now.  by the way did you see the mayor's proposed 2009 fire budget?  elections for iaff offices were held at the convention.  worth noting here were the re-elections of general president schaitberger, general secretary-treasurer vinny bollon, and our 5th district vice-president joe conway, jr.  all were re-elected by acclimation.  congratulations to them all.  assistant chief mike hogan, district chief dennis appleton, ems chief matt simpson, and medical director rj frascone took time out from their busy schedules to view the convention opening ceremonies and meet with the assistant to the general president dr. lori moore-merrell.  dr moore-merrell is overseeing a study being conducted by the iaff to study how resources are matched to the types of calls and how staffing impacts fireground effectiveness.  saint paul was not originally going to be included in the study, but thanks to the meeting set up by president flanagan we will be taking part.  on the final business day general president schaitberger announced that the iaff executive board voted to endorse illinois senator barack obama for us president.  the vote was unanimous.  this is no surprise if you look at our core "basket of issues."  whether it was funding for the safer grant, universal healthcare, expanding collective bargaining rights or protecting our overtime and pensions the issues were clear.  senator mccain was simply on the wrong side of the core issues while senator obama had a 100% positive voting record with the iaff.  further, the iaff commissioned a zogby poll of iaff members across the country which found that iaff members favored senator obama on every issue supported by organized labor.  the only place where mccain lead was on national security issues.  however, as deleware senator joe biden told the delegates, when the you-know-what hits the fan it won't be the marines that show up first- it will be firefighters!  we are "national security" and we need the tools to our job.  now, obviously many local 21 members will not support this endorsement and that is your right.  our political diversity is what makes our union strong.  however, it is not the job of the iaff or local 21 to get into your personal issues.  your union supports candidates that support your profession which ultimately benefits you and your family.  check the local 21 website for more information on where the candidates stand on the issues.  this concludes my convention conventionget the facts on obama at firefightersforobama.com iaff general president harold schaitberger announced the union's endorsement of senator barack obama for president of the united states august 14 during the iaff 2008 convention in las vegas, nevada. praising his support of fire fighters and working families, schaitberger said, "on every issue important to fire fighters, senator obama is and has been in our corner. the iaff is the most bipartisan union in the afl-cio, and we support those who support us. we can't overlook senator mccain's service to our country, but we also can't overlook his poor record on issues critical to the financial security of our 290,000 members." compare candidate records in a message to convention delegates, senator obama expressed his support of collective bargaining rights for fire fighters, stating that collecting bargaining rights "won't become law unless we have a president who's willing to sign it, and i'll be that president," he said. "it is unacceptable when fire fighters do not have collective bargaining rights. but it's not just collective bargaining. for too long on too many issues, fire fighters have not been treated with the dignity, respect and honor you deserve." watch obama's message senator joe biden (d-de) addressed fire fighters on senator obama's behalf. watch biden's speech the iaff made its endorsement for the candidate who will protect your retirement security, your rights on the job and other issues affecting your lives and livelihoods. senator obama is clearly in the iaff's corner on these issues, senator mccain is not.  senator obama co-sponsored and voted for the iaff's collective bargaining bill, this union's top legislative priority, while senator mccain opposes collective bargaining rights for fire fighters and police officers and voted against the iaff's collective bargaining bill in 2001 and refused to return to the senate in may 2008 for a vote. senator obama supports the rights of fire fighters to collect overtime pay, a right established by the fair labor standards act (flsa), while senator mccain favors appointing judges to the federal bench who could overturn court decisions that guarantee overtime pay to fire fighters and other rights outlined in the flsa. compare candidate records senator obama opposes forcing fire fighters into social security, while senator mccain has refused to sign a letter opposing mandatory social security, saying, "we need to keep all options open." obama wants to strengthen the system of employer-provided health care. senator mccain's health care plan encourages the elimination of employer-sponsored health care, and instead wants to place the burden on individuals to find and purchase their own health care or require employees who continue to receive health care coverage through their employer to pay taxes on those benefits. senator obama has also worked to increase funding for the safer grant program, while senator mccain has sided with the bush administration in its attempts to zero out funding for that program. these issues are critical issues facing our members that relate to your safety on the job and financial security -- the issues i call the iaff's basket of issues. we understand and honor your right and responsibility to weigh the many personal issues -- right to life/choice, second amendment rights, prayer in the schools, same-sex marriage -- that are important to you when deciding who to vote for. watch kitchen table discussion video with general president schaitberger but it's your union's responsibility to let you know where the candidates stand on our basket of issues. senator obama has a record of looking out for fire fighters and working families as a state senator in illinois and as a united states senator. let's elect the candidate who has been and will be there for us. let's elect barack obama as the next president of the united states. get the facts   iaff releases line-of-duty injury report updated on: aug 11, 2008 (11:59:00) the iaff has released the results of its contributing factors to fire fighter line-of-duty injury study conducted in cooperation with the u.s. fire administration. the study compiled and analyzed two years of data from nine geographically diverse metropolitan fire departments to identify and quantify the major factors that contribute to fire fighter line-of-duty injuries.the results of this study will help efforts to standardize data collection for fire fighter injuries so that all fire departments collect the same data in the same way. the results of standardized data collection, analysis and reporting will establish a knowledge base for fire fighter injuries to further risk management and prevention of injuries in the future. click here  to download the study. proposed assessment information posted updated on: aug 09, 2008 (11:06:00) information has been posted regarding a proposed assessment for the recent lawsuit settlement.  the motion and frequently asked questions have been posted in the 2008 proposed assessment tab on the left margin.  the motion will be voted on at the september 8th & 9th membership meeting.  you must login to be able to view the documents. passing of retired fire captain john manthey updated on: aug 08, 2008 (14:33:00)       &nbs local 21 regrets to announce the passing of retired fire captain john manthey. captain manthey started with the fire department on june 7th, 1948 and retired on october 27th, 1976. funeral service 1 pm sat. aug. 9th at grandstrand funeral home, lindstrom 651-257-4000. visitation 11 am-1 pm prior. burial fairview cemetery. memorials preferred. mda fill the boot drive is a success! updated on: aug 07, 2008 (11:53:00) the l-21 mda committee would like to thank all those who made the fill the boot program a success! the l-21 mda committee would like to thank l-3939, chief butler and his administration, the st. paul city council, and mayor coleman and his administration for supporting the mda fill the boot program! all the money raised will stay local, sending kids to camp, funding research, and supporting gillette children's hospital. members of l-21 over a three day period went out several times a day raising over $46,500 while still performing all their station and maintenance duties, attending training, and answering 260 plus emergency calls. to all my union brothers and sisters thank you for going above and beyond the call of duty! the example you all have set is one of the reasons that minneapolis, moorhead, sioux falls, coon rapids, and duluth fire departments are participating in the mda fill the boot program. again! thank you for volunteering and making fill the boot a success! a special thanks to all the citizens and visitors of st. paul who contributed to mda! l-21 member art baumeister st. paul firefighers help hugo rebuild laying new sod for daycare updated on: aug 07, 2008 (11:47:00) video | hugo rebuilds with new sod in may, the hugo tornado tore apart homes and shook up lives -- especially kids'. it's the time of year when kids should be playing outside, but for the children to attend one hugo day care center, storm damage has forced them to spend most of their time indoors. until now. with volunteer labor and donated material, a handful of st. paul firefighters spent the day replacing the sod in her backyard. christine grygar runs the daycare and says they've given her more than just a lawn, but given her back her livelihood. so far the grygar's have spent $150,000 repairing the damage done by the may tornado. but with 30 windows broken during the storm, and her yard was filled with glass, replacing the lawn would not be covered by insurance. the 14 kids grygar takes care of watched in anticipation as the backyard was transformed -- from dirt to a lush green carpet -- in just a matter of hours. saint paul firefighter mike lee helped coordinate the project. "i was talking to a contractor... and he knew a guy who could get the grass and was able to get the old lawn torn up so it just kind of worked out... we heard where we could help out and jumped in." by the time the sprinkler came on, the kids couldn't wait any longer.
