the professional association that specializes in promoting and supporting excellence in fire & emergency services management. ffca programs help members maintain and develop their management and leadership skills.  president's message nat ippolito, fire chief san carlos park fire district   october 2009  during late august and early september mother nature provided us with several tests of our preparedness.  as i write this article we are recovering from fay, whose rains caused flooding which lingered for weeks and affected the entire state.  with one eye on ike and the other on the notebook in front of me i feel compelled to remind you that each article is written a month prior to publication.  thus, where ever ike and those storms following close behind choose to travel i am confident serp coordinator t.j. lyon and his assistant kingman schultz and our nation’s finest responders are ready to act should our state fall in the path. much like natural disasters, tax reform is an occurrence that we can predict, but with some uncertainty.  also, much like we prepared for fay and her counterparts, we can approach this occurrence with a strategic plan.  tax reform has already taken a large toll on departments across the state.  its effects were seen most significantly in loss of staff and essential resources.  i encourage each of you to plan, and to stay diligent with grass roots efforts.  now is the time to speak with our legislators about tax reform while they are home, prior to leaving for session in tallahassee.  while visiting with legislators if you feel a significant matter is discussed please do not hesitate to contact legislative chair jim angle.  it is truly our responsibility to maintain an open line of communication with those who make decisions for our taxpayers so that they, the citizens, do not lose the exemplary level of service they have come to expect and deserve. in a recent visit to tallahassee i had the opportunity to discuss an important issue, fire safety standards for public schools and community colleges, with florida chief financial officer alex sink.  while not under, nfpa l01 life safety code, fire safety standards for public schools and community colleges are addressed in florida statute 1013.12.  this statute requires that a report is made which documents the status of each board’s fires safety program.  we, as the local fire authority, must invest our resources to assure that the legislative intent to improve the level of fire safety in schools is accomplished.  joint inspections by both the local fire authority and the school district, combined with reporting in a timely manner are of utmost importance.  i trust each of you will take on this responsibility wholeheartedly to assure the schools in your communities are the pinnacle of fire and life safety.     &nb the health and safety conference was rescheduled due to the uncertainty of ike’s path. it will now be held december 8, 9, &10 and i hope to see many of you in attendance.  there is nothing more important than the safety and health of the individuals committed to the fire service.   i would like to take a moment to remind each of you of several upcoming events.  the florida fall firefighter memorial service is quickly approaching and i encourage you to attend the october 10th service at the florida state fire college.  moreover, the executive director and ffca staff has quickly shifted gears from the annual meeting in ponte vedra to planning efforts for fire rescue east 2009 at its new location, daytona beach’s ocean center.  please start planning now to attend fre.   the board meeting is also just around the corner.  this meeting’s agenda includes finalizing legislative positions for 2009, reviewing the revised fire rescue east curriculum, preliminary preparations for strategic planning and other action items.  please stay tuned to www.ffca.org for updates and news. before i wrap up this month’s article i would like to send a warm congratulation to new port richey fire department chief and ems award recipient dan azzariti.  i wish you the best in your retirement and thank you for your years of service.  you are a model leader and true friend. as you finish this article you may hear the pitter patter of tiny feet or see the look of awe on children’s faces around your fire station;
