12:55pm — paul two of the steese area volunteer fire department commissioners, dave nebert and joan braddock, wrote an opinion piece on public safety and the fnsb proposition b we'll be voting on october 7th. they support voting no on proposition b, a position also held by the cgfr board of directors. their opinion was published in the september 28, 2008, issue of the fairbanks daily news-miner. login to post comments proposition b sun, 09/21/2008 - 2:16pm — paul election season is upon us here in the fairbanks north star borough and that means there's a tax initiative on the ballot. in fact, there are two tax initiatives on this year's ballot, propositions a and b. proposition a essentially keeps the current tax cap ordinance in place for two more years. proposition b amends the current tax cap program by not including the value of new buildings and land coming onto the tax rolls when calculating the mill rate. more information, including a sample ballot, is available at the fnsb's 2008 municipal election information web page. the fairbanks daily news miner had a couple stories last week on the propositions. the chena goldstream board of directors has published a position paper on prop b. proposition b will not be good for the fairbanks community. this is an admittedly extreme example of the problems that will be created if prop b passes: if the population of fairbanks doubles in the next few years, the value of all the new houses and privately owned property would not be accounted for when calculating the tax rate, which can only increase to a modest limit defined as by the tax cap. so, even though there would be twice as much garbage to haul, twice as many kids in school, twice the number of subdivisions with roads that need plowing, twice the number of house fires, heart attacks and car crashes and generally twice the load on the borough infrastructure ... there will be no additional funding to provide double the service. we at cgfr are concerned about the impact proposition b, if passed, would have on our fire department's ability to respond to emergencies. the fnsb estimates that, adjusted for inflation, had a proposition such as this passed in 1998, ten years ago, fire department budgets would have been reduced by an astounding 45% from their current level. one project that could not have been accomplished without the budget increases over the last 10 years is the reduction of cgfr's iso rating from a 9 to a 6 (lower numbers are better) in three of its four districts. iso ratings are an important part of the formula used by insurance companies to calculate your homeowner's insurance premiums. demonstrated improvements in the ability of all the local fire departments to respond, which is a function of training for volunteer responders and the purchase of new equipment and buildings, directly reduces homeowner insurance rates. if the fire department gets a good enough iso rating, homeowners save more on insurance premiums than the tax amount paid to support the fire departments. if prop b is implemented, maintaining the equipment and training levels to keep cgfr's iso rating of 6 will only be possible for a few years, then we're back to paying more to the insurance companies than we're saving on our taxes. if i have to spend the money anyway, i'd much rather give it to the fnsb to ensure better emergency services than to a bailed-out insurance company that will make me fight for any claim i file. login to post comments proposition b sun, 09/21/2008 - 1:15pm — board of directors proposition b -- what it means for emergency services in the chena-goldstream fire service area. chena-goldstream fire and rescue is a largely volunteer organization of your neighbors who have trained to provide fire fighting and emergency medical services to 8,700 residents in an 80 square mile area north and west of fairbanks. cgfr answers more than 350 fire and ambulance calls each year. what is prop b? if passed during the october 2008 election, proposition b would set a cap on the amount of taxes the fairbanks north star borough could collect. the measure also would prohibit the borough from including the value of new construction (new homes, businesses, subdivisions etc.) in the tax base. what would the impact of prop b be on fire and emergency medical service? passage of prop b would significantly reduce the emergency services budget available to cgfr and all other volunteer fire departments within the borough, and restrict our ability to provide the current level of fire and emergency medical services now available to our neighbors and their residential and businesses structures. how would prop b impact individuals in the cgfr service area? cuts to facilities, equipment, and services would change the fire insurance (iso) rating in many neighborhoods, thus substantially increasing the cost of homeowner's insurance to those neighbors. typically a change in iso rating from level 6 to level 9 means a 21-50 percent increase in the fire insurance cost. cgfr has achieved an iso rating of 6 in three of the four districts within its fire service area. with the volunteer construction of station #3 on goldstream road between the vallata restaurant and fox, we have laid the foundation to bring the entire service area up to a level 6. reversing the budget with prop b would also reverse this iso trend. where would we be now under prop b? the best way to project the impact of this proposition on the future is to look at how it would have affected us in the past. the taxable value of new construction in our service district today accounts for 46 percent of our current budget. under prop b, the ability of cgfr to meet the needs of a growing service area would be greatly restricted. if we look back ten years and apply the proposed budget restrictions, we would not have been able to afford: construction of station #3: with thousands of hours of volunteer labor we were able to construct station #3 within our budget. with the addition of adequate apparatus, water storage, and manning, station #3 will provide the basis for an iso rating of 6 for that area. if we are stalled at the current stage, we will not be able to attain that rating and the cost of fire insurance will remain high and response time to that area will remain longer than we like. increase paid staff coverage to 24 hours per day, seven days a week. this has increased the training opportunities available to all our volunteers and enhanced response time and the quality of emergency medical and fire fighting capabilities for the cgfr. it is critical that we not erode this quality of service. as fairbanks grows, volunteer emergency services will not under prop b. as neighborhoods grow and new subdivisions are built adjacent to our current service area, they likely will seek to join us to receive services. while we would still be required to serve these new members, no additional budget revenue would come in to pay for it. the result could be slower response times from stations further away, with outdated equipment and under trained staff. under prop b, cgfr will not be able to: build new stations. as new areas join the cgfr service area, we will not be able to build new stations to serve them, resulting in higher insurance costs for these new members and the real possibility that some members would not be able to purchase fire insurance because they live too far away from a station. replace aging equipment. the median age of our fire fighting apparatus is 26 years old. the vast majority of our equipment is more than 15 years old. offer adequate training. the men and women volunteers from our neighborhoods provide daily an important service to us. we need to give them a fighting chance to succeed in protecting us when accidents or fires occur by maintaining an appropriate budget to provide the equipment, training, and apparatus for them to do the job they have volunteered for. how can i help? please take the time to inform yourself about proposition b, and vote in the october borough election. this message was written by the chena goldstream fire and rescue department's volunteer board of directors as a way to communicate our concerns to our members. login to post comments read more promotions! wed, 08/20/2008 - 10:54am — paul the department recently opened up two captain positions and two lieutenant positions. four volunteers applied for the lt spots -- josh marshall, chad stickles, alex rupprecht and alyssa quaile. the candidates for the captain slots were gordon hill and hilmar maier. all the applicants had to take a written test and undergo an oral interview. assistant chief sparks, captain davis and ester fire chief cameron wohlford were the interview board. deciding who to promote was not an easy task as all the applicants did an outstanding job on both the written test and interview. in the end, gordon was promoted to captain with josh and chad promoted into the lt spots. hilmar and gordon have both accepted the challenge of pulling battalion-in-training shifts. applying for promotion and going through the testing and interviews is no small effort -- it implies that one is ready undertake new level of training, commitment and leadership. congratulations are due to everyone who applied for promotion. double congrats to those promoted to new positions of responsibility and authority! triple congratulations and thanks to hilmar and gordon for stepping up to the battalion plate! good luck to everyone in their new positions. 2 comments cgfr open house a success mon, 07/28/2008 - 11:38am — paul chena-goldstream fire and rescue seeks to raise $34,000 to purchase critical life-saving equipment. a recent fundraiser got off to a good start with a $1,000 donation from julie scott, right, president of the college rotary club to jack willard, left, cgfr chief. money raised during the fundraiser that runs through the end of summer will help purchase thermal imaging cameras firefighters can use to quickly locate persons trapped inside burning buildings, smoke filled cars, or even near-drowning incidents. presently, firefighters must use dangerous and time-consuming personal searches to locate victims. the fire department also will use money raised to purchase two new rapid intervention team packs. the packs contain equipment that allows specially trained firefighters to quickly come to the aid of a firefighter in distress. cgfr is a largely volunteer service that provides fire and emergency medical care to more than 8,500 people within an 80 square mile region north and west of fairbanks, including chena ridge, murphy dome and goldstream valley. to learn more or to contribute to this fundraiser, please contact jason davis, captain, cgfr, 907-479-5672. login to post comments gi outstanding community service award wed, 05/21/2008 - 3:06pm — paul and now the news you've all been waiting for: the prestigious geophysical institute has presented geophysicist guy tytgat with their renowned outstanding community service award. we at cgfr are well acquainted with mr. tytgat in his roles as battalion chief, emt and all around good guy (no pun intended). it is good to see his employer recognizes and supports the substantial volunteer effort he contributes to the community. guy, humble as always, suggests he is no more deserving of the award than any other volunteer at cgfr. apart from the fact he's the only responding cgfr volunteer working for the geophysical institute, he makes a lot of sense. read more to see what the critically acclaimed "gi weekly newsletter" has to say about guy's service. congratulations, guy! photo by b. wadlinger 3 comments read more hose testing is history sun, 05/18/2008 -
